Report on Financial Settlement Methods of Domestic Suppliers of Chlorohydrinated PO and Imported PO
国内氯醇法及部分进口PO供应商财务结算方式调研报告 To find out mainstream settlement methods of domestic chlorohydrinated PO suppliers and downstream customers, we sent a party of four members led by General Manager Fu Xiaodong (Li Boxuan of the Marketing Department, and Zhang Shiqiang and Zhang Wenjun of the Financial Department) to Nanjing Jinpu Jinhu Chemical Co., Ltd (merchandise volume of PO 40,000t/a), Shandong Befar Group Co., Ltd (merchandise volume of PO 190,000 t/a) and Shandong Jinling Chemical Co., Ltd (merchandise volume of PO 80,000t/a) during June 13-17, 2011 for full exchanges with domestic counterparts on the current situation of the current PO market, financial settlement methods.
为了摸清国内氯醇法PO供应商与下游客户的主流结算方式,2011年6月 13至17日,公司派出付晓东总经理一行4人(销售部李伯轩,财务部张士锵,张文军),分别走访了南京金浦锦湖化工有限公司(商品量PO 4万吨/年),山东滨化集团股份有限公司(商品量PO 19万吨/年)和山东金岭化工股份有限公司(商品量PO 8万吨/年),就当前PO市场的形势及财务结算方式与国内同行进行了充分的交流。
It is found through the investigation that the three companies adopt similar settlement methods but the specific operating methods are flexible. Below is a report on the settlement methods learned through the investigation:
通过调研发现,上述三家同行在财务结算方式上大同小异,但具体操作方法比较灵活。现将本次调研所了解到的结算方式汇报如下:
I. PO settlement methods learned from PO counterparts and customers
一、从PO同行和客户了解到的PO结算方式
1. Shandong Befar (merchandise volume of PO 190,000 t/a): When the price is favorable, payment in cash dominates and interests are charged; acceptance accounts for less than 40%; when the price is unfavorable, acceptance accounts for more than 60%, discount cost is not charged, and the acceptance period is basically around six months; PO price and settlement method are considered together, spot price is adopted with one order one negotiation by means of contract, Befar exercises cash advance for all propylene and bill acceptance for the collection of payment for PO sales, the balance takes advance for caustic soda, dichloropropane and trichlorethylene (delivery against payment for the three products) as working funds.
1. 山东滨化(商品量PO 19万吨/年):行情好的时候,收现金为主,加收利息;承兑不到40%;行情不好的时候,承兑比例60%以上,不加收贴现成本,承兑汇票期限基本为6个月 左右;PO价格和结算方式综合考虑,实行现货价,以合同方式一单一谈,滨化丙烯全部以现金预付,而PO销售收款部分为承兑汇票,差额资金以烧碱、二氯丙烷 和三氯乙烯(上述三种产品销售结算方式实行现金款到发货)的预付款做周转。
2. Shandong Jinling (merchandise volume of PO 80,000 t/a): It basically adopts delivery against payment. When the price is favorable, it collects payment in cash and surcharges at RMB 300-500/t for bill acceptance; when the price is unfavorable, it mainly adopts acceptance with no surcharges and rarely adopts cash settlement. Jinling takes settlement method as part of the price and settlement methods are flexible, overall consideration can be given to all factors.
2. 山东金岭(商品量PO 8万吨/年):基本实行款到发货,行情好的时候,全部收现金,如收取承兑需加价,加300-500元/吨左右;行情不好的时候收承兑较多,不另行加价,现金结算较少,金岭以结算方式做为价格的一部份,结算方式较灵活,可综合考虑;
3. Nanjing Jinpu Jinhu (merchandise volume of PO 40,000t/a): For reliable medium-sized old customers (200-300t/month), Jinpu exercises delivery before payment and clearance before month end, with average account period of 15-20 days; for small customers (and the destination of delivery is within 150km), it exercises cash upon delivery; when the price is favorable, it collects payment in cash and surcharges at about RMB 300/t for settlement by acceptance; when the price is unfavorable, it adopts flexible settlement methods, mainly acceptance without surcharges, which requires five key banks and large-scale listed banks, clean bills but no specific bill term.
3. 南京金浦锦湖(商品量PO 4万吨/年):金浦对于中型可信赖老客户(200-300吨/月),实行先发货后收款,月底结清,平均账期15-20天;对于小型客户(且配送范围在 150KM内),执行货到付款;行情好的时候,收现金,如以承兑结算需加价,平均每吨加价300元左右;行情不好的时候,结算方式灵活,以承兑为主,不加 价,承兑汇票要求5大行及大型上市银行,票面清洁,票据期限无具体要求;
4. CNOOC and Shell (PO production 300,000 t/a, including about 50,000t commodity volume, learned from Hongbaoli): When goods are shipped, CNOOC and Shell takes acceptance bills as mortgage and pays loans of the previous month with 30-day acceptance bills on the 15th day of each month. PO price is formula price. Formula price= ICIS average price in China-250-100 (minus RMB100/t when quarterly quantity target is met);
4. 中海壳牌(PO生产量30万吨,其中商品量5万吨左右,从客户红宝丽处了解到):发货时以承兑汇票做质押,下月15号以30天承兑汇票支付上个月货款,PO价格采用公式价,公式价=ICIS中国平均价-250-100(季度达到量则减100元/吨);
5. Shell Singapore imported PO (learned from Hongbaoli): LC 60 days. The actual account period on average is around 45 days (about 15 days after deduction of loading, transportation and customs declaration, etc).
5. 新加坡壳牌进口PO(从客户红宝丽处了解到):LC 60天,客户实际平均享受账期在45天左右(扣除装船,运输及报关等,时间15天左右);
6. Lyondell NOC imported PO (learned from Hengfeng): The settlement period is LC/60 days-90 days.
6. 利安德NOC进口PO(从客户恒丰处了解到):结算期为LC/60天-90天;
